No Child Left Behind Act

The No Child Left Behind Act is due for reauthorization the first session of the 110th Congress. NIEA is continuing to collect information on the No Child Left Behind Act (NCLB) and its impact on Indian Country. In 2005, NIEA held a series of field hearings in eleven different locations and prepared a report on the findings. In 2006, NIEA drafted the policy recommendations for NCLB based off of the field hearings.. Both documents are available on our website NIEA

NIEA is now requesting specific recommendations from the membership to help shape the legislative suggestions NIEA will be proposing during the reauthorization. Please assist NIEA in developing legislative recommendations to NCLB by providing specific recommendations and feedback on the following:

1. Please describe the types of schools that serve your community (e.g., BIA, Tribal, Grant, Public and/or Private).

2. Please describe the assessment tools used by your state including any involvement by the Native community in the development of the state assessment tools, Native material that is incorporated into the state assessment, any data available on the performance of Native students under the state assessment and your recommendations to improve the state assessment and the assessment tool development process.

3. Please describe how the schools that serve your community have performed under the Adequate Yearly Progress requirements of NCLB and any recommendations you would make with regard to AYP. Please advise how you would like to measure the progress of your students.

4. Please describe how NCLB’s teacher qualification requirements have affected your schools including how well your schools are doing at hiring and retaining teachers who meet the NCLB requirements, teacher standards you would recommend to best serve the needs of the students at your schools, and the need and availability of teachers and other instructors who are knowledgeable in Native language and culture. Please describe how your schools utilize tribal elders to teach tribal language, culture, and history in your schools and any challenges or success related to the elder’s involvement including the recommendations to retain tribal elders in schools.

5.. Please describe how NCLB has affected parent involvement in your schools and the recommendations you would make to increase parent involvement.

6. Please list the priority areas you would like to see addressed in the reauthorization of NCLB and feel free to include any areas and recommendations that are not currently covered under NCLB.

7. Please describe any other recommendations that you have regarding the reauthorization of No Child Left Behind.

NIEA is requesting that you reply as soon as possible with your recommendations as we would like to have a draft available to consult with the membership during the 10th Annual NIEA Legislative Summit scheduled for February 12- 14, 2007 in Washington, DC. Please continue to provide NIEA with your recommendations as this will be an ongoing process. NIEA will continue to consult with the membership as the recommendations are drafted and will make all NIEA documents related to NCLB available on our website.
